The Tallinn Digital Summit 2025 took place on 9–10 October at the National Library of Estonia under the theme “Collectively at the Crossroads: Towards Secure and Resilient AI Futures.” The Summit brought together over 1,000 delegates from around the world for two days of high-level discussions, strategic dialogue, and networking, focusing on the future of artificial intelligence, digital security, and global cooperation.

The Summit featured prominent keynote addresses and contributions from leading political figures, including Kristen Michal, Prime Minister of Estonia, Kaja Kallas, High Representative of the European Union for Foreign Affairs and Security Policy and Michael McGrath, European Commissioner for Democracy, Justice, the Rule of Law and Consumer Protection. A presidential greeting was delivered by Frank-Walter Steinmeier, Federal President of Germany.

In addition to heads of state and ministers, the Summit welcomed representatives from international organisations such as the European Commission, International Telecommunication Union, World Intellectual Property Organization, and the Organisation for Economic Co-operation and Development. Discussions were further enriched by leading voices from the technology sector, including executives from Mistral AI, NVIDIA, Microsoft, Amazon Web Services, Meta, and Google.

The programme comprised 56 stage sessions across three thematic tracks, addressing key global challenges at the intersection of technology, governance, and security. Core themes included AI in governance and society, security and geopolitics, innovation and economic leadership, digital infrastructure and sovereignty, as well as inclusion, leadership, and the future of culture and media. Particular emphasis was placed on trustworthy AI, cyber resilience, and the geopolitical implications of emerging technologies, including lessons from the war in Ukraine.

The Tallinn Digital Summit 2024 took place on 19–20 November at the Tallinn Creative Hub, offering two days full of discussions and networking opportunities. The Summit was opened with a speech by Prime Minister Kristen Michal. Minister of Education Kristina Kallas and Minister of Foreign Affairs Margus Tsahkna also contributed as speakers, presenting the Estonian perspective.

Among the distinguished international guests from over 60 countries were Harry Coker, National Cyber Director at the White House (Office of the National Cyber Director, ONCD); Margaret Nyambura Ndung’u, Minister of Information, Communications, and the Digital Economy of Kenya; Hristijan Mickoski; Ulrik Vestergaard Knudsen, Deputy Secretary-General at the Organisation for Economic Co-operation and Development; and Kian Vesteinsson, Senior Research Analyst for Technology and Democracy at Freedom House.

The private sector was also represented by distinguished speakers, including Sandra Joyce, Vice President at Google Cloud; Nicola Villa, Executive Vice President at Mastercard; and Arnaud David, Director of Public Policy at Amazon Web Services, among others.

Building upon the foundation laid by previous summits, the 2024 Summit was themed “Securing the Digital Tomorrow.”

Tallinn Digital Summit 2019 took place on 16-17 September 2019. TDS2019  explored the benefits and risks of the AI. The conference held a conversations on how AI is understood and applied in various fields of government, business and society – through operational, regulatory and ethical lenses. The first Tallinn Digital Summit was held in September 2017 among the HoSG of the 28 European Union member states as part of the Estonian Presidency of the Council of the EU. It succeeded in establishing a much needed highest political level debate on the digital future of governments and society within EU. The participating governmental leaders stressed the need to keep digital topics on the agendas of the HoSG, to ensure fast enough progress that also would be balanced. Read more
